Spring groundbreaking planned for Madison Twp. shopping center

WEST POINT — A new shopping plaza is planned for the Bell School Road area.

Madison Township trustees discussed plans Wednesday presented recently by Bell School Road resident Scott Wright, who plans to develop a shopping plaza at the corner of Bell School Road and state Route 7 — across from the Beaver Local K-12 Campus.

It was during the Oct. 11 meeting that Wright made a request to the board, asking the township to allow use of the road right of way along Bell School as part of a parking lot for use by the shopping center.

The request received unanimous approval by the board, but trustees also added they would need to speak with legal counsel.

Wright had presented blueprints from an engineering firm on what the plaza would look like — plans are for it to include five storefronts, all of which already have tenants — one mentioned being a counseling center and another Two Smart Cookies.

Williams said Wright had considered attending Wednesday’s meeting to further discuss the plans, but he was not on hand.

“They anticipate starting on that pretty soon,” Williams said. “I think he said he’s got everything done, the engineering with the architects and all that.”

Williams said, based on early talks, groundbreaking is anticipated in early spring.

In other matters, Williams provided two suggestions to the board for future meetings.

The first was to move trustees’ meeting times from its usual start time of 6 p.m. to noon from January through March, noting the possibility of winter weather and concerns with bad roads during the evening hours.

The second suggestion was to hold the reorganizational meeting for the 2018 calendar year during the Dec. 27 meeting, which would serve as the final meeting of 2017, with the consideration there will be no changes to the board due to the re-election of Williams and Trustee Wayne Chamberlain during the Nov. 7 election.

The suggestions will be discussed during the next trustees’ meeting at 6 p.m. Dec. 13 at the meeting hall along state Route 45.

In other business:

— Speaking on behalf of road supervisor Gary Mitchell, who was absent, road crew member Hope Higgins informed the board the crew has been grading roadways throughout the township, to which Trustee Wayne Chamberlain also provided assistance earlier in the day prior to the meeting. The crew has also been handling leaf plugs and other matters.

— In correspondence, Fiscal Officer Tiffany Chetock reported the township received information from the Department of Commerce’s Division of Liquor Control, to which permits to sell alcoholic beverages in the township will expire Feb. 1, 2018. All permit holders must file the renewal application before Feb. 1 to be able to receive a license renewal.

— At the recommendation of Chamberlain, trustees approved a motion to purchase oversized ditch material from Concrete Recycling Solutions to fill ditches on Cream Ridge Road. The material would cost $10 per ton.

— Trustee Roger Walker discussed a situation on Hammond School Road about a tree which fell into the road. Walker said he spoke with a neighbor there, who had apologized and would take care of the matter. Walker said the tree would need to come down within two weeks.

— In two governmental matters, trustees approved the mileage certification form from the county engineer’s office, certifying the township has 54.02 miles of roadway — the same mileage as last year. In addition, trustees approved a solid waste management plan with the Carroll-Columbiana-Harrison Joint Solid Waste Management District, which handles all waste throughout the township and the county. The plan is renewable every five years.
